Missing "new page" button on Safari bottom bar

I just realized it was missing in portrait mode, but okay in landscape mode. Here is what it looks like:

The weird thing is that I can still press the bar on the bottom right where the button should be and have a new page open.


**What file is corrupted or missing in this instance?
