Missing photos still in camera roll

I took some pics this morning. Some of them were burst. Later I did my editing and saved the ones I wanted. I went to transfer them to my PC but only 4 out of the 17 transferred. I didn't think too much of it and went to the phones photos folder and only 4 photos are there. The other 13 are nowhere to be seen. I had to airdrop them to my wife's phone and download them that way.
I forced quit the Photos app and Camera app and also hard reset the phone but only 4 out of 17 show in the folders when I connect it to the PC.

It happened to me when I was using iOS 9 beta (PB 1 & 2). When I downgraded back to 8.4, all my photos showed up again.

I had a photo disappearing issue too on ios 9 PB1. Then I downgraded to 8.4, all my photos are there again.
