Applications I assign to a specific Desktop do not maintain that placement. The behavior seems to be random, and includes an app popping up over another app's open window in a Desktop that both were not assigned to. Am I missing a (new) step that requires me to Save a configuration?

You're not missing anything. Apple's Spaces feature is a half-effort that has never worked the way most people want it to.

Well, it worked better in Snow Leopard, El Capitan, Sierra, High Sierra, and Mojave. At least it was stable. You set up Desktops to contain certain app's windows, and that's where they showed up, without fail. This is not true in Monterey. I did a brief search, and apparently this is a well known issue.
