ML not receiving full security updates

So, is ML actually receiving the full array of Security Updates?
From perusing the list of patched items it seems that many issues were omitted from the ML updates...

I had initially assumed that perhaps certain issues did not affect ML, but in searching for clarification I came across this article that seems to suggest that there are in-fact many unpatched issues for ML...

Well, as it always has been. The two current OS's gets the updates. So right now. 10.10 gets all updates, 10.9 gets only security updates. Anything older is usually nada.

If only it was that straight-forward...
Within the past couple of months even Lion got a few security fixes (bash, openssl) but both Lion and ML are missing fixes for many issues that were addressed for Mavericks.
Very confusing.
Releasing fixes for some issues and not others just gives a false sense of security.
