I dropped in 300 RAW images into Lightroom and noticed that using the sliders to adjust images hits the CPU at about 40% and when I jump through images it hits it at about 60% in Activity Monitor. Jumping through images doesn't instantly jump to a clear image. There is a slight blur delay. Is this normal? Would a faster CPU make results instant or do I need a GPU?

The files are on a Samsung T3 SSD which reads at about 500 mbs
 
I think you need better cpu.
I3 are great into 2019 but they are limited for heavy operations.
I worked with mini gpu for few days (after arrived egpu I was happy) and lightroom worked greatly
