iPad MMS messages error

Does anyone know how to resolve this? iOS13 doesn’t seem to have an Allow MMS messages option now?

No, I never did. Very odd.

For my iPhone SE, MMS appears to work. I only sent one image to a contact and she was able to receive it without problem.
