MMS setting slider is missing

I'm supposed to see an MMS slider in settings>messages, but it's not there. SMS slider is present, but that doesn't help with sending images.

Any ideas? I've searched the web, and the only solution seems to be to turn ON a slider that my phone is missing. Thanks.

Wild guess: carrier settings are out of date or the plan for the phone does not include data?
