All the MMSs I attempt to send fail to go through if the intended recipient is an Android user.

I've checked everything in Settings > Messages and all the settings are correct. I even toggled Low Quality Image Mode to on.

Even screenshots from my Apple Watch fail to go through.

I've tried on Wi-Fi and on cellular. I rebooted my iPhone.

iPhone 15 Pro Max on iOS 17.1.

That said, many carriers around the world are phasing out MMS, and even if they are not, they really aren't treating any outages on their MMS system with any priority at all. Try asking your carrier if there's anything wrong. Or maybe the recipient's carrier is having an issue?
I've been avoiding calling T-Mobile because I'm afraid of a T-Mobile employee tinkering with my account and possibly making matters worse.

A wrong click here, a wrong click there and I'll really be effed up.

I don't think it's the recipient's carrier, unless all the Android users I've attempted to text are on the same carrier.

Perhaps the safest option is to just wait for it to fix itself.

I’ve had this issue for a few years now and it’s not only photos. Files too. Couldn’t ever figure it out. All the Android users I know use What’s App so I’ve just been sending them through there.
