Do operators use an updated carrier settings (ipcc) file to unlock iPhone legally? If so, could a customised ipcc file be used to unlock an iPhone?
 
Carrier unlocks are performed by Apple and are done via a non-algorithmic unlock code sent from Apple's activation server to your phone when you connect it to iTunes. This code appears to be randomly assigned to phones, so that it is not possible to create an unlock generator. It is not possible to unlock a phone by changing the .ipcc.
