I had heard that during the earlier public betas (PB1,2) that if you were on firmware revision .0085 and up that you don't need to perform a firmware update, I thought I'd take my shot at Mojave and downloaded the latest PB which is v6 and to my surprise it requires a firmware update. This is a genuine mac pro 5,1 btw.

Hopefully I'm not embarrassing myself here as this may already be common knowledge among this forum.

It's pretty common knowledge here but don't feel bad. It's trying to get you up to firmware version 0089, which was first released with High Sierra 10.13.6 and Mojave DB4 (I think? Maybe DB5). 0089 is important as it corrects the error in version 0087 that had missing microcode.

That’s strange, I’m on 10.13.6 and didn’t need an firmware update to get there, is that an issue?

Yep what crjackson2134 said. 10.13.6 and Mojave DB6 have the exact same version of the firmware, so as long as you upgraded it as part of the Mojave install (and your firmware version in System Profiler shows up as MP51.0089.B00) then you're good to go.

Apple uses Developer Preview nomenclature for developer betas.

Since Apple started Public Betas corresponding at the second release of Developer Preview, PB is always one number below DP, ie DP6 = PB5.
