My daughter had an ipod touch with about $20 on her iTunes account. She just got an iphone and Verizon store told her mom to be unlinked from her moms account she had to create a new apple ID. is there any way to get that $20 back onto her new Apple ID?

The official answer is no, however iTunes support might help you out if you explain the situation and the old account had the credit added relatively recently.

Alternatively, you may want to look into using Family Sharing: https://www.apple.com/icloud/family-sharing/

Then Mum can share her apps with her daughter, and thus achieve the same end. Daughter still has her own Apple ID and personal content.

she originally had family sharing on her ipod with her old ipod touch and previous apple Id , she did nt want family sharing anymore and that is reason Verizon told her to get a new apple ID..
