I have a problem with my Apple ID. I have over $2.99 and I would like to make an in-app purchase for $2.99. When I make the purchase it says I don't have enough cash. Why is this happening?

if enough and can't resolve, call Apple Support

i have a credit card on file and if i need more than i have in store, it pulls from my credit card
