AMD Radeon pro 580X

I have 2 monitors connected to my Mac Pro, both by 3m HDMI to DVI.

The first monitor's problem - if you turn the monitor off sometimes then back on, I get a fuzzy/snow/static screen, it jumps back and forth between this and a black screen for about 20 seconds then finally the screen come back to normal.

The second monitor's problem - from startup, it cuts the left quarter of the screen off completely and has a purple line down it, see pic attached. I have to disconnect the cable and plug it in a few times for it to go back to normal.

Any ideas what's wrong here? Both are brand new cables.
Monitor one is a Packard bell Video 243D, second monitor is an IBM thinkvision.

I know this probably sounds like a broken record for display issues, but I'd try different cables. In particular I'd try *shorter* cables. 3m is around 9 feet. Try some quality 2m (6 ft) cables. Also, if you haven't done so already, hook up a single monitor and see how it behaves. Then switch to the other one and see what happens. Lastly, dig through the monitors' on-screen menus. Any selections for HDMI or HDCP versions?

The screen resolutions aren't particularly high, so that shouldn't be a problem.

I can't try shorter cables as the one monitor needs a 3m cable because of where its located. will try the other idea about one monitor.
