Okay, well... this is by far the strangest phenomenon I've seen with a computer. I have an old crappy 16" CRT monitor hooked up to a Mac mini, and just today it started having these incredibly obscure seizure things. It started out doing this fast paced expanding and contracting... like very fast. The desktop would shrink down to about 2/3 the original size, and then it quickly expands past the monitors boundaries. But that was only when the no thing was covering the desktop. Every time I open a window in any application, the screen size will quickly adjust to some obscure, squashed box. The resolution stays the same, but it just... deforms rapidly. Sometimes only the middle half of the background is visible and there is 3 inches of black boarder on the left and right. The weird thing is that everything changes depending on what application is open, the size of windows, what windows, whether something is refreshing, and what the desktop picture is. So is this an issue with my monitor or graphics card? Thanks for any help.:)

The power supply or analog board of your monitor is dying. Time for a new monitor - or if you like this one, a trip to the TV repair shop for an estimate. It may be $50 it may be $150 to repair, you have to make the call if it is worth it.

It's gonna go black on you within days IMO.

Nah, this monitor isn't worth five bucks... I guess I'll just go find another one until I save enough for a good LCD. :p
