Can anyone recommend a monitor with a built-in webcam for use with a Mac mini? I need it to be 20"-22", preferably less then $200.

IMHO you won't find a good monitor with a built in web camera for $200. You would be better off getting something like a Dell UltraSharp and an external web camera like Logitech HD Webcam.
