No, any recent major MacOS is done over a few months, in this case June thru November. It is not tethered to the iOS/IPadOS, tvOS and WatchOS releases to the public. See this post I made.
My totally off-the-wall prediction:
- Monterey will be released on the day the new MacBook Pro 14" and 16" are announced. BUT...
- The new MBP's may ship with "an updated version" of Monterey that is "above and beyond" the general release.
What that means is that the "general release" version won't boot the new MBP's.
Instead, there will be an update that makes it compatible.
