Here's my scenario
I have 350 GB of photos/videos in photos apps. I currently download originals to my Mac. I also use to time machine to backup my Mac
Right now I pay for 1 Tb of iCloud storage. Which is way more than I need. The next level down is too little.
Is here a way to have access to all 350 Gb of photos without paying the iCloud fees?
I don't care about storing them in iCloud's library.
Photo stream works great but doesn't share videos. I need to do both.

Basically I want access to all my photos and videos from my Mac available on my iPad ( mostly the newer ones). I want photo stream but with videos.

unfortunately not, you can try and share your videos into iCloud Drive and have them there, but they won't be in your photos app but will be central to all your Apple devices.
