... mount a 23" ACD above an (one of the new ones) iMac, and still be freestanding to some extent?

The freestanding is a wish really. If it's fixed it's not a huge issue. The iMac will be in either a corner or not near a wall, so it needs to have an independent, non-wall-dependent mounting for both it and the screen. Holes can be drilled in desk no problems.

I have a second display hooked up to my iMac, but it is off to one side of it. Seems to me that having the display above, would be very hard on the neck to look up so high. Just my opinion though.

It's for a specific use - an app will run on the second monitor all the time. I just need to be able to glance at it and tweak things every now and again. The usual stuff will happen on the iMac monitor itself.
