Whilst there's not much point speculating the CPU, we know it will be faster than the 3GS as the latter was said not to be able to run certain functions of the iPhone 4.0. I'm betting the same CPU as 3GS without the underclocking, plus a new GPU.

Larger battery allowed by increased width and height of unit.

Slightly reduced depth with a flatter back made of matte aluminium (yes, despite signal issues) [I think this is also indicated by the silver-wash of the homescreen when in multi-task managing mode] or glass

Same rounded corner design.

Screen resolution 640x480 (yes, unfortunately new ratio, bring in line with iPad)

Capacities: 16, 32.. perhaps a 64GB at a later point or immediately with massively inflated price

2 extra dedicated buttons on side: 1) old home button functionality 2) screen rotation lock

2mp front facing camera.

5mp back facing camera + LED flash
 
Well so far we only have 1 really credible source who offered specs, Gruber said:

It will be based on the A4-family CPU system (meaning it would be part of the same CPU family as the iPad)

The resolution would be doubled to 960×640

It would sport a second front-facing camera

It would support third-party multitasking

The fourth one came true of course. 1 down 3 to go :p

Things he didn't mention which were obvious is a better camera, probably LED flash.

same basic specs as the 3gs but dual core processor

I believe it will be 32/64 from the start. Any why would it have a massively inflated price?

Because there won't be room in the phone with two cameras and possible FM radio. 64GB smartphones or microSD cards aren't exactly available at present - so where's the pressure on Apple? Plus they're going to want to hold something back, especially if they want to avoid cannibalising the iPad (hence the massively inflated price on a possible 64gb model if they do release one)

There is 64GB NAND chip from Toshiba and Apple uses Toshiba in their products already... Don't know about the price though
