Hi,
I'd be very grateful if anyone can advise me what is the most up to date Mac OS that I can upgrade to
on my (now old) mac mini,

it currently has the following spec

OS X El Capitan
Mac mini (late 2014)
Processor 2.8 GHz DDR3
Graphics Inter Iris 1536 MB

This computer has been working very well for years offline
as a sound recording setup using Logic
with no real need to go online.

If you can let me know if it can be used safely online (in spite of being very old) that also would be great.

If you connect to internet, then open System Preferences, then Software Update, that will show you in a few moments, the newest Mac system that is available to you. That will be Monterey (presently macOS version 12.6.3
And, you can update from there, if you wish.

Just as an educational item - You asked about updating iOS. That's for Apple's devices: iPhones/iPads/Apple Watches/Apple TV/etc.
Mac computers and laptops will be OSX or macOS versions.

Do you really need to use this mini on internet? If you will be continuing with Logic, then I suggest leaving it as is for now. But, if you wish to update to Monterey, your mini will be quite useful on internet for as long as you want to continue to use it.
