Only the new 6s and 6s+ will see them as options to select. They are part of the Live Photos feature exclusive to the new phones.
They said that they can be viewed on other devices, but can only be created on the 6S devices. I don't think there is any reason why the 6/6+ cannot support the new dynamic wallpapers.Which seems ridiculous considering they said at the keynote Live Photos would be supported across the board, there's clearly no hardware requirement attached to it!
