If I wait until August to purchase a new MacBook Air will it have Mountain Lion installed or will it only have Lion and require me to upgrade on my own? Thanks.

Almost certainly. However upgrading is a couple of click breeze and only take a little time to download. It's not much different than downloading/installing an App.

I wouldn't wait solely so you don't have to upgrade. I only see advantages, your computer is still able to run Lion (if Mountain Lion doesn't function properly) and you get your computer earlier.

Do you mean almost certainly it will be preloaded with ML, or that you would get it with Lion and have to download ML from app store?
