My mouse has been jumping around. The thing is, the mouse would jump around even with the PREVIOUS mouse.
What are some typical issues that would explain this problem?

Any other symptoms? I used to have this issue when my MBP's fan would run at high speed due to other issues - had to do pram reset

Try turning off Intertia scrolling. System Preferences>Accessibility>Mouse & Trackpad>Mouse Options - Select "without inertia" in the drop-down menu.

Also do the obvious. Make sure there are no tiny hairs stuck in the sensor opening on the bottom of the mouse.

Most importantly: Try placing the mouse on a surface other than wood grain or clear glass. Try a matte black or even a sheet of white paper. You would be surprised how many modern mice don't work on a wood grain desk - particularly a medium shade fine grained shiny wood surface.
