If I buy a samsung note 2014 edition, can i use with a bluetooth mouse?
And would it work everywhere i.e. browser, apps etc
Has anyone tried it, Does it work like a computer cursor or there are any limitations.

Don't have any experience with Samsung tablets, but Android has native support for mice and external keyboards. I connected my BT mouse to my Nexus 5 just now and everything works as expected. Even has a cursor -- see attached screenshot.

Yes, it will work just like a desktop mouse with a cursor.

USB mice also work (wired and wireless) if you get an OTG cable.
