Mouse scroll not working in Chrome

Hi guys, I am using Google Chrome on a Macbook pro and a Microsoft Wireless Mobile v.2.0 mouse. Scroll wheel acts jittery like in the video only in Chrome. The hardware acceleration or the incognito mode does not make a difference. Any idea why this can be?
