Hi!

I'm looking to possibly purchase the 2tb ($9.99/mo) iCloud plan to family share.

My sister already has a 200gb ($2.99/mo) individual plan.

How much of a pain is it if she is added to the family plan? Does Apple just copy all iCloud photos over automatically? Or is some manual re-uploading needed?

it just needs to verify you have a subscription. So no need to re-upload anything. What may happen is you add her on the family plan and she accepts it, she will then probably need to go into iCloud data and make sure to downgrade it so she's not charged for the 200gb.
