I currently have a jail broken 4s and would to switch to my wife's old iphone 5 running 6.1.2. In addition to moving over my personal data (I asume this still works with the iCloud backup) is there anything else that can or needs to be done when moving over to the new phone and jail breaking it? I assume I just start over with the jail break process after my personal info is on the phone. Will I have to repurchase the jailbreak apps?

Do as you said you're doing. Then, jailbreak the phone, and log into your Cydia account. You'll then have access to all of your jailbreak apps.
