Nope. I believe the app will be an Android app, not an iOS app.

Apple says:

Just download the Move to iOS app to wirelessly switch from your Android device to your new iOS device. It securely transfers your contacts, message history, camera photos and videos, web bookmarks, mail accounts, calendars, wallpaper, and DRM-free books. And it will help you rebuild your app library, too. Any free apps you used — like Facebook and Twitter — are suggested for download from the App Store. And your paid apps are added to your iTunes Wish List.

i thought this was a new feature for IOS 9?

Yes, but the app is for Android. It will be an app you download on an Android device to guide you through transferring stuff over to an iOS device. You'll need iOS 9 for the transfer to occur meaning you won't be able to use the Move app to go from an Android device to an iOS 8 device.

The Move to iOS app isn't out yet and probably won't be till the fall.
