What is a good 3rd party app to move Microsoft Windows Outlook mail to Apple Mail efficiently?

To clarify…you have emails that are in Outlook and in "On your computer" or POP account folders (not in IMAP or Exchange folders) and you want to get those over to Apple's Mail App? I ask because if your email is all in IMAP or Exchange account folders you don't have to do anything other than add the accounts to the Mail app.

It may be (I'm not sure) important to know what version of macOS you're running and what version of MS Outlook you have.

First of all, thank you very much for responding.
I will have to ask the person what version of MS outlook they are using but I do know that it's probably a very old version. They are getting a new iMac M1 with Big Sur and will be using Apple Mail. He wants to bring over all his emails from his Outlook PC to Apple Mail.

Who is hosting the email that he currently has set up as POP? Can we determine if it can be set up as IMAP on the new Mac? That would be preferable for the future.

Honestly, I don't have a recommendation for an app or method for this. To import them into Mac Mail they need to be in the proper MBOX format.

Another method, and probably what I'd do, is add a temporary Gmail or Outlook.com IMAP account to Outlook 2010 (if it's possible and it might not be due to security requirements that Outlook 2010 may not have), copy the emails from the POP folders to folders in the new temporary account, wait for them to upload to the new account, and then add the original account (as IMAP) and the temporary account to the new Mac.

Once all the emails from both accounts have loaded on the new Mac, copy the emails back from the temp account to the original account. Once the emails are confirmed to be in the original account they can be deleted from the temp account and the temp account can be removed from the new Mac.

This copying/uploading process has to be done with an eye out for hiccups and potential corrupt email problems. I've done this before and did the copying in manageable batches.

Thank you so much for your suggestions Brian. I"ll see what I can work out with him. He is an elder and stuck in his ways sorta, so we'll see. I did find some pst to MBOX Converter apps that are a possibility as well. In fact, quite a few of them so hard to tell which would work the best.
Again, thanks so much for your suggestions and ideas. I will have to look into his email provider to see if iMAP is even available.

Would it be better for him to continue to use Outlook on the Mac?
