I have a windows based MS Office 2007 on my PC. Is it possible to move that license to my new Mac mini ?

Doubt it. No longer supported, activation servers off line. And not sure, but, maybe never a version of 2007 for Mac.

Went through something similar lately: new Mac, could not activate Office 2011 on it (also no longer supported).

No. There was no 2007 version for the Mac. Version 2004, 2008, 2011, 2016, and now 2019. And Office 365. You will need to purchase or subscribe to a new version of Office for the Mac.

ADD: if not doing anything fancy with your word processing, spreadsheets, or need to share in native formats, other apps that work well and are free.

Been an OpenOffice/LibreOffice user for years now for majority of my office needs. Simple Word docs and Excel spreadsheets are handled well with Libre. Apple's Pages and Numbers does a good job as well. If just keeping to yourself and or printing/PDF, don't need Office.

Only outlier, imo, is Powerpoint: always been an odd format, even within Office (seen templates not transfer correctly to newer Office versions). And if just viewing PP, believe MS has a program to view on Mac (and iOS has the full suite for free if have an Outlook.com account [not full featured, but enough there for basic stuff]).
 
My experience with using Keynote has actually been pretty good. We have numerous Powerpoint presentations that open and display well with Keynote. However, none of our Powerpoints are complex or include graphs. I can see where certain Powerpoints may not do well with Keynote.
