I currently have an Apple ID/iCloud account that I can’t access but am trying to find a way to do so. It has information on it that isn’t saved elsewhere.

In the meantime, I need another Apple ID to download apps to my iPhone. Can I, using the same name, address, etc., create a second Apple ID (with a new .iCloud.com account, I guess) on the same device without running any risk whatsoever of deleting the other iCloud account, losing the files on it, or permanently dissociating it from the iPhone?

My goal is to create a temporary Apple ID just to download free apps on my phone for now, and then delete it if and when I can access my old iCloud account, but I fear losing the old one in the process.

I don’t see why not! I’ve two apple ids although they are two email service addresses.

Why wait to get your original one repaired? Call Apple, go through the motions of proving that IS you and get your Apple ID back. Preferably calling them on the phone number that you have in the profile...that will help. :)

No, you can't create a different Apple ID with the same email address you used for the original Apple ID. You can use multiple ID's on your phone (upto 5 to download apps,etc) just log out and log in in the App Store section.
