I have 2 icloud accounts - one Canadian region and one for Japanese region. Is it possible to have 2 icloud accounts on 1 iphone so I can download apps for both regions?

Plan is to have the Canadian account be the main account but there are some apps in Japan that I still use that require the Japanese app store.

I know of this. My question was is it possible to have apps from both region's store on 1 iphone at the same time and be able to use them. I mean I get the flipping between app store logins part

It should work fine with apps from both stores. There is no sort of verification about which store provided the app when you use the app.

You'll only need to do the flip-flop of accounts to check for, and download, app updates.
