Multiple iPhone rollout with iTunes Application

This is what I could do.
I'll bet that there is something in Apple's terms that would not permit a company doing that.
You also would have to consider the fact that anyone having an iPhone on the ONE account, would be able to purchase anything in the Store. With 25 users on the same account, that could also get expensive very quickly if you can't trust all 25 to NOT buy anything. And, you wouldn't be able to tell who, of the 25, was disregarding the rules and buying Apps, or iTunes.

My company purchased 250 v1 iPhones and they setup individual iTunes accounts; then again that was 2007....
I have already read that link in the past and unless I over looked it, there is no where on that link that tells you how to do what I want. I know that I can use the iTunes Configuration Utility to rollout home grown apps using Provisioning Profiles, but not iTunes store bought apps.
Well, you could make five iTunes accounts and then authorize them on each computer, and then when you get updates just email the ipa file out for the app and tell them where to put it... Or just ignore updates and send out any apps you buy. You will have to pay for the apps five times over, sorry. You should be making 25 accounts but that's only if you want the convenience. Just put the company credit card on each of them and monitor the expenses. If somebody wants to buy **** dock their pay ten fold.
my thought is call Apple
on it, speak to them directly see if they can send you a physical copy of what they want you do. preferably signed by somebody (probably won't happen but at least Apple letter head .this way something comes up or changes you have that to show you company made the effort to fallow Apple policy's regarding business. this way if they change there policy latter you will have proof that you fallowed the policy's at that time. most likely you will never need it or any of this but better safe then sorry, another easy way do it is everybody set up a Itunes account at home buy all the apps from home bring in a copy of the receipt to the company then reimburse them and keeps the receipts then every App was bought legit done. I am presuming here everybody has a computer at home.
or the company could buy everybody itunes gift cards to buy the apps

2) Have the employees download the applications that you want them to have on their personal iTunes account.
3) Reimburse them for the cost of the app(s)
or
Purchase a iTunes gift certificate for each of the employees for the amount of the app(s). Honestly, not sure if this would work. I know the smallest itunes gift card you can buy is 15.00. Not sure if that same structure applies to gift certificates.
