wouldn't it be useful if we could have 1 phone profile in our Apple ID and then have multiple iphone devices share the same settings, apps, notifications, etc?

I know you can configure this by restoring a current backup from device A into device B, but then each device diverges and have a life of their own. What I'm proposing is that the two devices stay in sync. It should be doable using iCloud, no?
 
On the face of it, I would agree with you. However, I use all my devices for different purposes. I don't want the same apps, same settings and notifications set up the same way. Some of my devices have less storage than others, so that would also be a problem.

Maybe if there was a selective way to pick and choose what you might want synced.

I think what you want is mostly in place already. I used to carry an iPhone 8 Plus and a 2016 SE concurrently, although for only a short period (maybe 6 months?). They synced everything Apple (contacts, messages, phone, calendar, etc). Installed Google apps (mail, Drive, photos etc) also were seamless. The process of buying the 8 (the “transfer”) ensured that both devices had the same apps and settings. I believe the only things that didn’t sync were photos and the installation of new apps after the transfer. However both of those can sync with very little effort.

These days I have only one iPhone, but the sync between my 13 and my iPad Air is pleasing.
 
It’s possible if you only use apps that syncs to the cloud. Email, contacts, notes, calendar, and photos are already possible via iCloud. Google apps on multiple devices are also in sync if you use the same Google account.

I have my contacts, calendar, and productivity apps (Office and Google Docs) in sync between my iPhone and S21 through Google cloud and OneDrive. So regardless of which phone I have on my hand, I have access to largely the same data in sync.

Of course, if you meant the exact clone of the phone (ie even icon locations on the Home Screen being constantly synced), that’s not possible, although technically it’s probably possible.
