I really wish I could see Apple's logic in not having the multitasking bar rotate in landscape on the iPhone. But I can't. Can someone help me? It rotates on iPad. It annoys the hell out of me, especially when I want to cycle songs but have to read 90-degree text.

Not sure what kind of help you are looking for. You simple can't get the multitasking bar on the iPhone to appear at the bottom of the landscape orientation.

The bar shouldn't go on the bottom but the words and icons should turn.

This is what initially thought. But then I realised that we really don't need the 'pushed up' screen for anything but to close the App Switcher.
