I've had this problem ever since updating to Catalina last year where a lot of my album art was missing. I recently got a bit annoyed about it and decided to go around and look for a fix. I found some tutorial that said that I would need to remove some 3 files from ~/Library/Containers/com.apple.AMPArtworkAgent/Data/Documents/, and after doing that ALL of my art went missing from the Music app.

How can I fix this album art issue? Or is this a known bug?

Yes, this is a known bug. Multiple posts have appeared as soon as users started upgrading to Catalina and reporting loss of artwork AND their iTunes files being corrupted. Personally, I'm skipping Catalina altogether and will watch whatever comes next. Apple has apparently no interest in fixing this problem, wanting everyone to use Apple Music and increase their bottom line. Mojave does everything I need and my 17,000 tracks and artwork are safe there.

I did the exact same thing. Did you find a fix in the end?

On some albums, if you look at "Get Info" the album art is there, but it just doesn't show on Music.

The files in the folder along with those 3 files that were deleted are still there, some artwork I don't recognise, but im not sure where this point to, or if anything is pointing to it?
 
You can download free artwork from a number of websites. It may take some time if you have a lot to replace, but since they're not from an Apple source, they won't be affected by Apple's ass-buggery.

I have tried adding it manually and it shows on the info screen when added along with the green tick, after that though it disappears.
