my apologies, I put this on the Mac OS forum before I saw Music had its own.

I recently bought a 2017 version of the MacBook Air. I have had an Apple Music account for a couple of years and I can sign in in the music app but it says its downloading or syncing my library but never completes it. I have restarted the device, made sure there is space etc.. Everything else works perfectly. As far as I can see, I can't delete the App and reinstall

This is kind of a long shot, but there is a limit to how many devices can be authorized to play Music. If you've changed devices a lot over the years you might run into that limit. I don't have my Mac nearby, but look for Authorized devices in the menus of the Music app, and you might find out that you have hit the limit.

Other than that... there's always the sign out of iCloud, sign back in again dance to see if you can get it to budge.

oh wow, that could be it indeed. I have an iPod, phone and Pad and music has been logged on to all of them. Can't figure why it would just tell me that but I still think its most likely. I will check that and post my results. Thank You!
