Is their a setting on ios10 to only show downloaded music that is on your phone like there was on 9.0. I don't want all the music i ever bought showing on my music app.

That will only show songs I have on my actual iPhone in the music app?

Yes. When you have downloaded songs on your phone, the library tab in music app will have the "downloaded music" category.

Edit:
If you don't see that even with downloaded songs, choose 'edit' in the upper right to check 'downloaded music'.
