I know I cannot be the only one and I cannot find another topic about it. Ever since I have been using iOS I have issues with it always forgetting where it left off at. I had this happen on my iPhone 6 and now my iPhone 7 Plus. It happens on Bluetooth and USB. I never listen directly from the iPhone so I do not know if that is affected.

Examples

I am playing a playlist on shuffle. I leave the vehicle and come back a couple minutes later and when the radio starts again it has now switch to all songs and playing from the top and no shuffle on.

I am playing a stream in another app like DI.fm. I leave the vehicle and come back with the above happening again. Same goes for podcasts too.

This only used to happen if I did a sync with iTunes or had not been in the vehicle for a very long time.

Are you closing the music app? I find if I leave it in the background, music starts playing where I left off when reconnected to my vehicle. If I close it, it plays all songs alphabetically once reconnected.

I wish there were a setting for default playlist when music app is started.

I never close it from the background or any of the other apps I am streaming from.

I wish I could designate apps to be high priority and asked to be closed if it really does need to be closed. I will need to look at the phone before it reconnects to the vehicle and see if it really did close by itself.

I have been using Cesium as an alternative music player for over a year, because I got fed up of the standard Music app shouting "BUY APPLE MUSIC" at me whenever I open it.

With Cesium, I get the same problem as the OP, even when the Cesium app isn't closed (or doesn't appear to be, as I can still see it when I flick between apps). Same issue, playing from a playlist, come back to the phone (whether paired to a vehicle or using headphones) and the issue is the same - it's "forgotten" where I was in the playlist, and - if I open the app - defaults to the "Artist" view, or - worse - if I click on the "Play" button in the Control Centre, it plays a random track (the exact behaviour as if I'd never played anything in the playlist).

I tried the default Apple Music app and the behaviour is the same, I suspect this is an unintended bug?

Use the Feedback page and report it, as they will then see the issue reported and maybe investigate.

But - agree with OP - it is annoying, and iOS 10 broke it!
 
I've noticed that since upgrading to iOS 10 the Music app no longer remembers what song was playing after a certain period of time. Since I really only listen to music on my phone going to and from work, I'll have one song playing in the morning, it might restart the song when I'm leaving for lunch, when I get back in the car to go back to work from lunch I'll be lucky if it is still the same radio station and not just playing some random song from my library. By the end of the day, it just randomly plays something from my iCloud Music library.

I reported it on the iOS 10.1 beta along with my Bluetooth issues.

Also you can turn that Apple music stuff off in Settings > Music > Show Apple Music

Doesn't really work though. The music app will prompt you back to Apple Music in a variety of ways, even if selecting to show only downloaded music.
