I have an iPad running IOS 10.3.3
I have synched a bunch of music on there, but when I don't have wi-fi, it won't play my music.
I have synched about 40Gb of music on it, none of which I can play without internet connection.
The storage info confirms that the audio is stored, but still I can't play it.
I don't have a SIM installed, but the iPad can take a SIM.
Any idea why I can't play the music?

It sounds like you have iTunes Match turned on (the $24.99 per year service that copies all of your music up into iCloud, and then makes it available on demand to stream to all of your devices). Your problem description corresponds perfectly with the situation where songs have been synced to your iPad, but not downloaded to your iPad for local playback. You could put a SIM in the iPad, but then you'll go through gobs of data listening to music, when you shouldn't have to use any data for songs stored locally.
