Is there an app or feature on a Pro 13.5.1 that turns off the speaker immediately? I hate having to fumble for the volume button all the time.
 
No.
Control center can help, but it still needs multiple steps to turn off the speaker. Frankly, button is the fastest way to turn off the speaker.
 
I have a floating button that I don’t know where it came from. A long press takes a screen shot. A tap opens a sub-menu with things like Control Center, Device, Gestures, etc. I was hoping for something similar. A tap to mute.
 
You can also say "Hey Siri mute," which I just learned and am playing around with. Or "hey siri 25% ..." etc. to turn it back up.

Sounds like the assistive touch button. It’s configurable. Maybe you can even make it mute the iPad.
Take a look- settings>accessibility>touch>assistive touch
