So: having upgraded to MacOS 12 beta 3 I have found that my 2 USB 2 powered hubs are not being seen, and the peripherals connected through them, obviously, do not work.

I have one powered hub connected through the USB port on my Mac Mini and another one connected via a USB-C converter to a Thunderbolt port.

This is a right pox as quite a few peripherals I depend on for my work are now silent.

If it is software related, I’m sure Apple will fix it before Monterey is released.

You did make a backup when you installed Monterey, so you can boot back into Big Sur (?)
There's always the risk on a system that is in beta testing to have unexpected issues, and is the main reason that Apple recommends not installing a beta system on a primary system.

is this an intel mini or M1? if intel, try resetting the smc, then the nvram (if the smc reset doesn't do it). otherwise, look up troubleshooting on the M1, there's a different path for the new processors...

Well, oddly enough, having turned off my machine and gone to bed, now in the mroning all the USB hubs and so on are working as before: so that is after 3 restarts . . . deus ex machina.

Yes, for years, I troubleshoot hardware/device issues by shutting off power, unplugging everything, then letting the computer or device sit without connecting anything for several minutes. Then, connect everything, and reboot a Mac while resetting NVRAM, giving the Mac a chance to do 3 or more reset cycles before allowing a normal boot. Always remember to set your Startup Disk after that boot, as that will be cleared during the NVRAM reset. That process that I use often leads to a better result (in my experience) than a simple restart (when the system already has power), because an external device may not do a full reset. Removing all power is my goal.
