Weird stuff, my (bus-powered) USB hubs worked fine with all previous iterations of OSX, but I installed Sierra a few days ago, and now they either work poorly or not at all. I contacted Apple support but that didn't get me very far.

Anybody else experience this? What gives?
 
Hub is plugged into third party card or directly to built-in ports?

Did you change anything else, or just upgrade to Sierra? For example if you plugged in a power hungry drive around the same time it could exceed what the bus-powered port can provide.
 
Two hubs, one plugged directly into one of the front ports, the other via an extension cord into one of the back ports. Both work fine on Mountain Lion, Mavericks, and El Cap. With Sierra, nothing.

Weirdest thing, I have a brand new USB 3.0 hub and that works fine with the extension cord.

I believe I read somewhere that Sierra manages the bus power more aggressively, but I can't remember where?
