For the eye, I personally would go ahead and do more slightly more editing -- particularly lightening the visible vasculature in the white of the eye. I like it generally, though -- good composition and balance, well directed.
The taxi scene doesn't do anything for me, honestly. There's nothing really interesting about that taxi or the flowers; two seemingly unrelated things selectively colored is too busy. The thing that seems to pop out more than anything else as an element of interest is the sewer access cover in the lower left. But I don't think the composition overall is well suited to selective coloring....
as for the eye, it would be neat to see the difference if you darkened the eyelashes. a longer process, but i think it would make the blue eye pop more.

The eyelash suggestion is really good (lol sort of like virrtual mascara ). It'll be good training. There are a few different ways you can do it...hmmm...I'm trying to think what would be an easier one to start with.
For the white of the eye, select it using something like the magnetic tool, then try adjust the levels (particularly the red curve, for the blood), desaturating it somewhat, or brightening it slightly.
I saw an amazing photograph of an eye using the same colour selective process you used, but the image was HDR (High Dynamic Range) and it looked incredible .
Might be something to try out in the future, have a quick google for High Dynamic Range, and have a look at some of the HDR groups on Flickr.
I agree about the taxi, Maybe if it were closer and not blurred. And the purple flowers kind of don't go with the yellow taxi.
As for the eye, try to go for a different color. Personally I like to make close eyes look purple. Its an unusual color and looks great. Also watch your brush usage. I saw that the edges weren't clean-cut and there was blue on the eyelids. Even try and use the history brush to color the eyes, you get a more natural color look.
