My friend is in Canada, I'm in the U.S., we both use iPhones. My question is: is there an app that lets you make free calls while on cellular data? Thanks in advance.

Google voice will let you dial him i believe. Not sure if Canadians can sign up for GV though.

No, Canadians cannot sign up for Google Voice.

EDIT: Let me rephrase. Canadians may be able to sign up for GV, but they cannot connect it to a Canadian phone number. The phone number must have a US based area code.
 
I might be wrong, but if im not AT&T is the only "official" carriers for iPhones.

so if thats the case, you two kats should be able to Mobile2Mobile calls and it be free (within ur service plan limits)

If you don't jailbreak your best bet is skype over wifi and one of you guys get some long distance package. :(
