Opening up her text message app takes about 10 seconds, and Safari crawls as well.

What's the easiest way to just restore the phone to defaults without her losing contacts, etc.

Just sync and then do a restore in iTunes??

^^^^ You may have beat me, but mine has numbered steps!!!!!

  1. Backup the phone in iTunes first.
  2. Sync and do a restore to factory settings in iTunes.
  3. Then, restore the phone's settings from that most recent backup.

Cool.
Sorry for the ignorance, I've never done one of these... when I sync before I restore, will iTunes automatically restore from the most recent backup, or do I have to do the shift+restore thing...

Don't worry about it.

After you restore the factory settings, iTunes will ask you if you want to set it up as a new phone or from one of the backups that it has.

They will give you an opportunity to select one from a pop-up list. Might be a very short list if you haven't done a backup before.
