Since both iPads were new and they are both exhibiting the same rebooting problem, I would say it must be software.
Did you restore both of them from a backup of yours?
If you did use a backup, it must have been corrupted.
No backup i restore as new ipad
If both we set up as new you would have to be one of the most unlucky people to get two bad iPads.
I would be taking them back and exchanging them, today.
I exchanged yesterday and tomorrow i will receive new ipad
