Hi so i have an ipad 2 with ios 9.3.5 and I have another iPhone to which I uploaded some epub books.

On the iPad 2 I only see books I’ve purchased from the book store but not the books I uploaded manually to icloud! Why is this n how to fix this? Thanks!
 
The books app doesn’t sync books that are not purchased from Apple. You need to feed your files onto the books app on each device. On my iPad I can access my ePub books on my folder in iCloud Drive and then I can send the book file over to the Books app.
I use Documents by Readdle to browse my files.

Are they purchased from Apple?
 
I only have ebooks I acquired in other shops. Initially I synced everything from my local iTunes library. Then I moved everything to iCloud. Everything immediately gets synced to all my three Apple devices in the Books app. So it is not restricted to books from Apple.

It even works, if I add a book on my iPad (open with...). It gets synced to my iPhones immediately. And it appears in the books app of my Mac as well.

I add ePubs to my Books app on my Mac and they appear on my iPhone and iPad.
