My iPhone 4S won't let me shoot New Photos or Videos ?

Hi Everyone !

I have an old iPhone 4S which just has 16GB of space in it. It is fill.of Data and I still wanna keep using it. With data I mean it has lot of photos and videos in it. I have enabled itunes Cloud back up on it so even my iCloud account with free space is also full. I want to take some more pictures and videos through that device. How do I free up the data from the phone ? What are my options ?

Transfer the photos and videos from the 4S to your computer and then delete them from the phone.

My question is since I have enabled the Optimize iPhone Library in my Phone, the Photos which are right now in my iPhone if I transfer this Photos to my PC will it be a full resolution Photo or Compressed ? Since I have the Optimize iPhone Library Enabled ?
