My iPhone will not retain Music Library

Why is it that every time I go to listen to some music on my iPhone has all my iCloud music library disappeared? Is it too much to ask that I can use my iPhone just like an iPod?
I buy music.
I own music.
Why won't Apple help me keep my music on my device for offline listening?

Every day I force my brand new iPhone to download my music and every day I go to listen to my music and it's gone.
This problem has been plaguing me ever since I subscribed to Apple Music and Apple have provided me with nothing more than an instruction to restore the phone from new.
Which, I did. It took me nearly 3 days to restablish everything and my music still failed to stay on my device for more than 48 hours.

Has anyone experienced this problem?

Then let Apple steal your money. The music industry steals my money with $300 Adele concert seats. There is no profit in recorded music anymore. I doubt you really do work in it if you think money can be made for new artists from recordings.

It's not 1980 anymore.

The only thing I can tell you is that if you want to use Apple music you can't use icloud reliably. Turn it off, I have my library on my phone and just keep the streaming stuff and downloaded bought stuff (or ripped from cds I bought) separate.

My music just dissappears from all my devices that have iCloud turned off. 20GB to 431MB in a blink of an eye.

Ouch, I'd be raging. Sorry I can't think of anything else.

P.S. I buy all my music as well (except for a some lapses in my misguided youth - replaced by purchases now).

Could you expand a little more on your setup: do you have a Mac that you use iTunes on, for example? Any other devices?

iPhone 7 256GB iOS 10.1.1
iPad Mini 2 128GB iOS 10.1.1

Apple Family Subscription
iCloud account since 2002
iCloud Storage Subscription 200GB

This problem has spanned all of these devices and more. The problem started when an iPhone 5S was stolen and I had to restore my backup to a new iPhone.
Currently the iPad retains all of the downloaded songs, although there were problems.
My wife's iPhone and my daughters iPad have also experienced problems retaining music for offline usage.
